I guess it might depend on how the disk firmware works, which
is not visible. If the disk is old and having difficulty with
seeks, even though the error correction fixes it, it could affect
/ slow down the command queueing and the seek latency. That
60mS does look suspicious and it's a no brainer and trivial to
swap out the disk as a first step.

Can you read the smart data from the disk ?, as that will give
you the full story...
