No one doing 400 Gbps is using 40 x 10Gbps cards to do so,
unless it's some kind of a "hold my beer" dare.

They're using something like Mellanox ConnectX-6 adapters in
whatever configuration, or Chelsio terminator parts, or similar.
I'm sure VMS does not support these, but could be made to.

Itanium has nothing to do with it.
