Unless hard evidence to the contrary the assumption would be:

effort changing software > effort changing major version same software > 
effort changing minor version same software

No. To catch up with what MS Office already had.

PS: I also noted that there was not set any cost for
     file conversion between DOC and ODF/ODT.
