That’s OK, because each is in proportion to their needs: a city council 
with thousands of employees/users, versus a PC platform vendor with 
millions of customers/users.

Or maybe not. I doubt the Raspberry Pi Foundation could be described as a 
thousand times larger than the Munich City Council ...
