Excuse my ignorance.  I guess I meant the NEC.  However,  the same sentiment 
stands.  They could find themselves making rules  that no one is going to 
follow because their's no one there to follow  them.
 
The definition of insanity is doing the same thing, in the same way,  and 
expecting different results.
