I am running the Oracle 10G agent on OpenVMS 8.3-1H1, and have been
for ~9 months.     I seem to remember that early in the process I was
getting errors trying to install LIBCLNTSH.SO, but I think it was
because it was in the wrong location.   I seem to remember that it was
trying to install from SYS$SYSTEM, OR SYS$LIBRARY, when the file was
actually in ORA_ROOT:[LIB32].

If this is related to your problem, examine "insoracle.com"
