I used to believe that.  Before the legal system became completely
corrupted.

If you or I went into business today reading Xrays, CAT scans, or any
number of medical things, we would be prosecuted for practicing
medicine without a license.  Today, you go to a hospital, they perform
theses tests, send your information off to some god-forsaken corner of
the world where someone making $10/day (or less) who has never been to
a U.S. University, nor taken a U.S. medical license exam will provide
those EXACT same services with your life hanging in the balance.
They, will not be criminally prosecuted.

Today, if you want to be a U.S. IT worker you have to have a degree
and/or pass some certification exams.  If not, you can't be employed
by most companies.  On the other hand, if you are willing to work for
$10/day and speak a different language, you will be given a tourist
visa, flown to this country for the maximum amount of time and put to
billable work without a single qualifications check.
