Yeah, well I was expecting something more or less than that but the
one I quoted seems to exclude everything under the sun.

I can look it up (from actual release notes):
1 : To be installed by all customers.
2 : To be installed by all customers using the following feature
(s):
3 : To be installed by customers experiencing the problems
corrected.
Never saw a 4.
