To elaborate, when reading it I got the feeling they were saying -- in
a very casual, nonchalant manner, "Well, here's an ECO kit for you. It
may actually work without breaking anything! Who knows? Well, good
luck. We tried. But we don't really give a flying patoot."

Fair -- at least for non-mandatory patches.
BTW, I've never had a ECO kit break anything, but I haven't applied
that many. But I once read about a change in the algorithm for
extending INDEXF.SYS made worse. I don't know if that was from an ECO
kit or an upgrade, but I applied an ECO kit that fixed that (the
problem was mentioned in the rel. notes) and it worked fine and didn't
break anything.
