But when you forward your VMSmail address to some foreign mail transport
(such as Deliver), then VMSmail no longer sends the broadcast message.
That responsability falls upon the foreign mail transport to determine
if it is realistic to send a broadcast to the user.  For the SMTP agent,
it doesn't make sense to notify any user on the local node since the
mail is being directed to some location on the internet.
