   DECUS was free as far back as I recall, but I only got into it in
   about '82 or so.  DECUServe was a separate cost when it came around.

   When I joined DECUS you could have as many non-voting members as you
   wanted, but only one voting member per CPU.  That limitiation went
   away to deal with the difference between the number of members a
   PDP 11/23 could represent vs. the number of users a VAX 8650 series 
   could represent (long before the VAX 9000).

   IIRC, to enforce the limitation DECUS required the serial number of
   the system associated with each voting member.
