There's no doubt that Itanium licencing is simpler, with the operating
system and management software bundled into two or three Operating
Environment licences. Layered Products other than SIPs however are
unchanged. The biggest benefit for sites with interactive users is the
removal of the per-user licence charge.
I'm afraid Alpha licencing has changed very little. A few LPs are now
included in the operating system (e.g. DCPS) but most are extra, and you
still have to pay for interactive user licences.
