Look at it from the point of view of powerpoint driven management: They
are told that to lure customers towards that IA64 thing, they need to
provide some/any incentive they can find. Since, at the time IA64
appeared, Alpha had better performance, the only incentive available was
to make licensing easier.

And they weren't about to lower licensing costs for Alpha since that
would have removed any advantage that IA64 contraption had.

Of course, from the customer's point of view, not lowering licensing
costs for Alpha may simply quicken the defection to another operating
system. But HP upper management can be confident that it was the right
move. After all, if it was put inside a Powerpoint presentation, it must
be good for business, right ?
