Yes, the same message is seen when you install the VMS831H1I_ICAP ECO.
(which is included in the UPDATE and therefor the message is seen, too)
I simply ignored it...

I don't know for sure, but I'm relaxed and trust this UPDATE ECO (but if I'm
wrong, nobody is harmed here, it is only me ;-)

Well, the readme suggests, that there is a V2.9

  HP WBEM Services for OpenVMS, V2.9 (WBEMCIM) is shipped with OpenVMS
  Version 8.3-1H1.

  Installing or upgrading WBEM Services involves two steps:

  o Running the OpenVMS Product Install utility to install/upgrade the
  WBEMCIM kit.
  ($product install wbemcim)

  o Running the WBEM Services configuration utility after the installation.
  ($run sys$sysroot:[wbem_services]wbem_services$config.exe)

  Documentation on how to configure WBEM Services is included in the
  OpenVMS installation manual: 
  "HP OpenVVMS Version 8.3-1H1 for Integrity Servers Upgrade and
  Installation Manual", section 7.8.5 "Configure WBEM Services for OpenVMS".

but on the OpenVMS I64 V8.3-1H1 DVD one can find:

so, http://openvms.compaq.com/doc/wbem.html seems to be the only hint to V2.9
