If I recall, SWAPPER is waiting for the "valid" bit to be set on the
system disk UCB at this point, and for whatever reason, SHADOWING is not
setting it. Look at the system disk UCB and see if it's set or not.
Also, I don't believe IDE disks are supported with SHADOWING, however I
don't remember why not.
