It started to boot; it gave me the three pagefile messages, then the 
Welcome to OpenVMS message, at which point it simply hung & would go no 
further.

Maybe there was one file which was corrupt, which it needed to boot into 
the backup environment; which wasn't needed when restoring the image to 
disk. I'm pretty sure it was corruption rather than just an inability to 
read, as the hung system had to be powercycled - pressing the reset 
button, or the Halt key on the console, had no effect.
