Well it simply means there is no communication proxy defined for the 
Networker Backup server on the VMS system. A TCPIP proxy is the equivalent 
of a Unix .hosts file entry. 
Inside the TCPIP command prompt, use HELP ADD PROXY to read about how to add 
such a proxy.

But since You know "nothing" about the VMS system (and I know nothing about 
the networker backup for VMS), I suspect the networker client is not 
correctly installed. Consult the networker manuals to learn the steps 
necessary.
