It is from the "Download all articles ..." link just below the "Table of
Contents" headline on [3] and it definitely worked well a couple of
hours ago.

At the very moment I get (JavaScript has to be enabled):

I must have missed v17 until today -- but yes, it is the very same
effect as with the current v18.

It is at least rather uncommon for PDF documents. Flash simply is a
rather high security risk due to lots of errors, it has to be updated
even more often than the Adobe Reader itself according to lots of CERT
advisories.

Without a Flash-capable Adobe Reader you can not open the document at
all; the Reader simply starts and shows a dark gray background and
nothing else.
