I haven't been keeping GNV current on my main Alpha
system, so I know nothing. "prod show prod /full gnv" here
suggests that I still have "DEC AXPVMS GNV V1.6-2
Full LP" "Installed". Interestingly, I see that I downloaded
a newer kit, DEC-AXPVMS-GNV-V0201-003-1.ZIP, back around
18-FEB-2011. That archive seems to have been created using
Zip without "-V", but PRODUCT LIST seems happy enough with
its contents:

ALP $ prod list gnv

Performing product kit validation of signed kits ...
%PCSI-I-VALPASSED, validation of ALP$DKC100:[gnv]dec-axpvms-gnv-
v0201-003-1.pcsi
$compressed;1 succeeded

The following product has been selected:
DEC AXPVMS GNV V2.1-3 Layered Product
[...]

The same seems to be true for the newest kit,
DEC-AXPVMS-GNV-V0300-001-1.ZIP:

ALP $ prod list gnv

Performing product kit validation of signed kits ...
%PCSI-I-VALPASSED, validation of ALP$DKC100:[gnv]DEC-AXPVMS-GNV-
V0300-001-1.PCSI
$COMPRESSED;1 succeeded

The following product has been selected:
DEC AXPVMS GNV V3.0-1 Layered Product
[...]

ALP $ prod show utility
POLYCENTER Software Installation utility version: V8.3-088
Product Configuration File (PCF) support level: 1
Product Description File (PDF) support level: 10
Product Text File (PTF) support level: 2
    Image Name:
ALP$DKC0:[SYS0.SYSCOMMON.][SYSEXE]PCSI$MAIN.EXE;1

On IA64, again, Zip without "-V", and the results are
similar:

IT $ prod list gnv

Performing product kit validation of signed kits ...
%PCSI-I-VALPASSED, validation of IT$DKC0:[GNV]HP-I64VMS-GNV-
V0300-001-1.PCSI$COM
PRESSED;1 succeeded

The following product has been selected:
HP I64VMS GNV V3.0-1 Layered Product
[...]

An actual installation seems to do as well.

IT $ prod show utility
POLYCENTER Software Installation utility version: V8.3-137
Product Configuration File (PCF) support level: 1
Product Description File (PDF) support level: 10
Product Text File (PTF) support level: 2
    Image Name:
IT$DKC0:[SYS0.SYSCOMMON.][SYSEXE]PCSI$MAIN.EXE;1

Are you using some obsolete PCSI (or UnZip)? (Or UnZip
with some unfortunate options? "unzip -v"?)
