But it does not really matter so much.
Because the number of contributors is huge.
The last kernel developer report showed contributions from 3738
contributors.
And that is just the kernel.

If adding userland the number would be astronomical. Somebody once
tried to estimate what it would take to rewrite the content of a
Fedora 9 dist from scratch. The estimate ended up at almost
60000 man years.
With that number of people involved then they can not all be good
and neither do they need to be.
