That's not the reason.  Even if one uses modern bells and whistles, it 
is not that difficult to get at least a basic version to render properly 
in LYNX.  (Standard HTML is a big step in the right direction.)  Blind 
people (many of whom use LYNX) would appreciate it.

   Anyone who slaps a `this page is best viewed with Browser X' label on
   a Web page appears to be yearning for the bad old days, before the
   Web, when you had very little chance of reading a document written on
   another computer, another word processor, or another network.

Yes, it's possible, but it means that you are running an additional 
system.  Not as big a problem if you run it anyway.
