I'm not familiar with Oracle "classic" (on VMS or anywhere else), but
IIRC there are still a few things which Rdb can do which Oracle
"classic" can't. And, of course, there is the RMU suite, which Rdb
administrators prefer to any sort of Oracle "classic" tools.

The total work is at least the same. It's probably more, because then
you have to merge the two, update the documentation, etc.
