Obviously it depends on how RDB dependent and how VMS dependent
the application is.

high         high          will most likely migrate from VMS in anger
high         low           will most likely migrate from VMS due to cost
low          high          will most likely stay on VMS due to cost
low          low           very few left as they migrated years ago

And my guess is that the third group is smaller then the first
and the second group.
