   Citation?  Although it proves little, I remember nothing
similar.

   Which do you think was a bigger problem, small numbers of
VMS Alpha systems, or a complete inability to build the (C++)
software with the required IEEE FP on VMS Alpha?  I claim
that testing and certification are much easier if one can
actually build a working executable.
