Normally, yes. This is stored in a NVRAM chip in the motherboard. (the
infamous Dallas chip with builtin battery for certain DS10 models).

Normally, the installation procedure would update the /STARTUP parameter
in SYSGEN to point to a different file from startup.com.  (that procedure,
once complete, resets the SYSGEN  parameter to STARTUP.COM. This does
not affect NVRAM settings.

With SRM, you can edit the NVRAM file and list its content so you would
see if it still points to boot at the numbered root of your choice. I
