[Info-vax] 8.4 and DECwindows CDE login box not coming up

It was running, but no-one was logged in, no batch jobs, etc.

No.  After the upgrade the login box did come up.  Come to think of it, 
I did log in, but the windows just sat there, primarily because I didn't 
have TCPIP running.
