That OpenVMS can do classic SCADA is known.

There's more to what's necessary now, too.   Unless you want the 
insecurity of IoT now, or of some of the classic SCADA configurations.

Nobody is going to want to use an x86-64 box in Simon's middle IoT 
tier, much less an Itanium, either.   Too expensive.

An OpenVMS port to ARM (SBSA or otherwise) is most of a decade out, at 
the earliest.   Then there's pricing, etc.
