To make significant contributions to most open source projects, you need 
to sign a contributor's agreement and they also want a letter from your 
employer authorizing the contributions.

There are commercial programs that companies can pay for that will check 
source copyright infringement with open source and proprietary projects. 
  Some will also check license compatibility with all the components.

Some of these programs may offer their services free to the owners of 
open source projects.  I really have not looked much in to that.

I do not know of any free products that will scan source code to see if 
it in any known open source project.

It is possible to use BSD licensed code in non-opensource projects as
long as you follow their licensing rules.  Just search the OpenVMS CRTL 
library headers for example.
