[Info-vax] VSI OpenVMS Hobbyist Program Announced.

I tried to make a cluster with the VSI hobbyist license and boot a DS10 as a
satellite. Not enough units since their is only the one PAK with 75 units. The
HP hobbyist VMSCLUSTER PAK is zero (i.e. unlimited) units.
