Apparently even though update-1400 installed manage-v0300, installation 
of SSL1 fails with

In order to install the I64VMS-SSL1-V0100-2H kit, you must have
the VMS84I_MANAGE-V0200 (or later) kit installed.
Installed kits can be verified with a PROD SHO HISTORY command.

Will need to look at that later.
