Perhaps that is why VMS84I_MANAGE-V0200.ZIPEXE is still in the Hobbyist downloads.

Last night I downloaded about 60GB of files from the HPE FTP site - ftp://ftp.hp.com
There is an "openvms" directory under "pub" that has a *lot* of stuff - about 40GB. I did find various SSL, JAVA and other kits there, but I think it's mostly older stuff.
Under this openvms directory (in openvmsft) you will find V8.4 binaries for OpenVMS as well for both AXP and IA64. I think these are "virgin" from the install CD/DVD media without any patches.
There are other interesting directories under the PUB directory - alphaserver has a number of things. Most recent firmware distribution, for example.
