No, that is not what it says. It just says that the note is legal.
Not that anyone specific is forced to accept it for payment.
Only that cash is not illegal.
Same here, of course all cash are "legal tender" and it’s value
is guaranteed by the Swedish central bank. But it is fine for
a seller to not accept cash as payment. It is fully up to the
shop owner to setup such rules.
There is one exception, public hospitals must accept cash.
