Yes. That is what it says.

For debt settlement cash has to be accepted.

That does not mean that cash has to be accepted
for purchase of goods and services. There are
no such rule at the federal level.

But some states has laws mandating shops to accept
cash including: Massachusetts, Connecticut and
New Jersey. And New York and Rhode Island are
supposedly considering following.
